Integrated Protection and Relief Operations System

The Integrated Protection and Relief Operations System (SIOPS) is the set of structures, standards, and procedures that ensure the civil protection agents and bodies with a special duty to collaborate act, on an operational level, under one single command, in an articulated way, without prejudice to the respective hierarchical and functional dependence.

The aim of the SIOPS is to ensure that the protection and relief operations are carried out in accordance with the special principles applicable to civil protection activities, namely the principle of the command unit that encompasses institutional coordination and operational command.

Institutional coordination

The institutional coordination is ensured by the operational coordination centres (CCO) at a national, regional, sub-regional, and municipal level. These ensure the operational articulation between the various entities that make up the SIOPS during the relief operations.

National Operational Coordination Centre (CCON)

Coordinated by the President of the ANEPC, who can be replaced by the national emergency and civil protection commander, the centre ensures that all the national entities indispensable to protection and relief operations articulate among one other, guaranteeing the means considered suitable to managing the occurrence, in each concrete case.

Regional Operational Coordination Centres (CCOR)

Coordinated by the regional emergency and civil protection commanders, these ensure that, under the territorial remit of the regional emergency and civil protection commands, all entities indispensable to protection and relief operations articulate among one other, guaranteeing the means considered suitable to managing the occurrence, in each concrete case.

 Sub-regional Operational Coordination Centres (CCOS)

Coordinated by the sub-regional emergency and civil protection commanders, these ensure that, under the territorial remit of the sub-regional emergency and civil protection commands, all entities indispensable to protection and relief operations articulate among one other, guaranteeing the means considered suitable to managing the occurrence, in each concrete case.

 Municipal Operational Coordination Centres (CCOM)

Coordinated by the municipal civil protection coordinators, these ensure that, under the territorial remit of the municipality, all entities indispensable to protection and relief operations articulate among one another, guaranteeing the human and material resources considered suitable to managing the occurrence, in each concrete case.

 

Operational command

Operational command is carried out according to the evolution envisaged in the operations management system.

 

National Command for Emergency and Civil Protection (CNEPC)

Headed by the national emergency and civil protection commander, it has a staff tasked with advisory and assistance to the national emergency and civil protection commander, made up of the 2nd national emergency and civil protection commander, who runs it, and the deputies for national operations.

It is tasked with:

  1. a) Guaranteeing articulation with all the entities in the SIOPS
  2. b) Coordinating, in operational terms, the regional emergency and civil protection commands
  3. c) Ensuring the command and control of the situations that, by their nature, severity, scale and means engaged or to be engaged require its intervention
  4. d) Promoting the analysis of the occurrences and determine the means most suited to their management
  5. e) Ensuring the coordination and strategic guidance of the relief operations
  6. f) Permanently monitoring the situation, in operational terms, of the entities in the SIOPS
  7. g) Supporting the Government in technical and operational terms
  8. h) Drafting guidelines and operating standards and disclosing them to the lower ranks for planning or implementing
  9. i) Proposing the national arrangements, or plans to allocate resources, human resource management policies, and operational orders.

 

Regional command for emergency and civil protection (CREPC)

Headed by the respective regional emergency and civil protection commander, assisted by the 2nd national emergency and civil protection commander, the 2nd regional emergency and civil protection commander, tasked with ensuring the permanent articulation with the sub-regional commanders and the 2nd sub-regional commanders in their territorial scope.

Under its territorial scope, it is tasked with:

  1. a) Guaranteeing articulation with all the entities in the SIOPS
  2. b) Coordinating, in operational terms, the sub-regional emergency and civil protection commands
  3. c) Ensuring the command and control of the situations that, by their nature, severity, scale and means engaged or to be engaged require its intervention
  4. d) Ensuring the coordination and strategic guidance of the relief operations between the sub-regions
  5. e) Permanently monitoring the situation, in operational terms, of the entities in the SIOPS
  6. f) Drafting guidelines and operating standards and disclosing them to the lower ranks for planning or implementing
  7. g) Proposing the regional arrangements, or plans to allocate resources and the operational orders in articulation with the civil protection agents
  8. h) Setting up a regional arrangement with a view to lending efficacy in the operational response and the immediate and articulated strengthening of the operations theatres, in articulation with the civil protection agents
  9. i) Guaranteeing the previous intervention plans between sub-regions are drafted.

 

Sub-regional commands for emergency and civil protection (CSREPC)

Headed by the respective sub-regional emergency and civil protection commander, assisted by the 2nd regional emergency and civil protection commander, tasked with ensuring the permanent articulation with the sub-regional commanders and the 2nd sub-regional commanders in their territorial scope.

Under its territorial scope, it is tasked with:

  1. a) Guaranteeing articulation with all the entities in the SIOPS
  2. b) Ensuring the command and control of the situations that, by their nature, severity, scale and means engaged or to be engaged require its intervention
  3. c) Mobilizing, allocating and deploying the human and material resources that are indispensable and available to carry out the operations
  4. d) Ensuring the operational management of the aerial means at a sub-regional level
  5. e) Ensuring the coordination, respecting their own leadership and command, of all the entities engaged in relief operations
  6. f) Supporting the civil protection commissions under its territorial scope in technical and operational terms
  7. g) Proposing the sub-regional arrangements or plans to allocate technical or human resources and the operational orders in articulation with the civil protection agents.
